HCS is a Medicaid waiver program that supplies services and supports to Texans with an intellectual disability (ID) or a related condition so that they can live in the community. The program provides individualized services and supports people with intellectual disabilities who are living with their families, in their own homes or in other community settings, such as small group homes where no more than four people live. Services are coordinated by the Local Authority. HCS may be available to any Texas resident not living in an institutional setting who.
- Have either intellectual disability with a full scale IQ of 69 or below, or have a related condition, deficits in adaptive behavior and full scale IQ of 75 or below.
- Has mild to severe deficits in adaptive behavior.
- Is eligible for Medicaid benefits
- Is not enrolled in any other Medicaid waiver program
